88 Biweekly Incumbent serves as Executive Director for Community Corrections, responsible for directing Department operations and supervising personnel.
DUTIES: Oversees Department operations, including analyzing workload and human resource needs of organizational unit, reviewing position documentation for newly created or significantly revised positions, determining significant changes in staff responsibilities and major tasks, recommending personnel actions, developing, communicating, and administering personnel programs, procedures, and policies, analyzing effectiveness of Department programs and recommending changes, and keeping supervisor and assigned staff informed of organizational developments.
Supervises and directs assigned personnel, including interviewing candidates and making hiring decisions, orienting new subordinates, planning, delegating, and controlling work assignments, establishing specific work goals, evaluating performance of assigned staff, maintaining discipline and recommending corrective action, and training, developing, and motivating assigned staff.
Reviews court orders and dockets with program Coordinators for potential program participants.
Assists with determining appropriate programs for participants and duty assignments.
Reviews activity and event reports, including discussing violations, recommended punishments, and probation revocations with Department staff as needed.
Prepares and administers Department budget, including preparing annual grant requests and pursuing alternate sources of funding as needed.
Prepares and submits required financial and/or budget reports as required.
Ensures Community Corrections Program conforms to state funding sources, legal and IRS regulations, and contract language.
Maintains current knowledge of changes and trends as related to Community Corrections.
Remain current on Best Practices in the correctional field; utilize Evidence Based Practices when communicating with program participants.
Serves as Department liaison to various agencies and public; collaborates with local businesses providing programming, employment, and services for Community Corrections participants.
Collaborates with various County employees and Departments in developing specific guidelines for alternative sentencing for program participants.
Partners with various businesses, agencies, and committees in developing a planning process, including analyzing sentencing alternatives within Program related to local community, defining long and short term goals, and providing documented research to support new and existing programming.
Performs related duties as assigned.
I.
JOB REQUIREMENTS Baccalaureate Degree in psychology, sociology, criminal justice, or related field or equivalent combination of education and experience.
Minimum three (3) years of supervisory experience in related criminal justice or mental health field.
Master’s Degree or related experience in mental health preferred.
Must be 21 years of age.
Thorough knowledge of standard practices, policies, and legal requirements of programs and general operations of Tippecanoe County Community Corrections Program, with ability to effectively administer programs and supervise Department personnel accordingly.
Working knowledge of criminal justice system, principles and practices of federal and state program evaluation, and treatment programs and services available to participants, with ability to effectively coordinate services, assure proper completion of Department requirements, and resolve problems with procedures and operations accordingly.
Working knowledge of basic employment law, such as Fair Labor Standards Act (FLSA) and Equal Employment Opportunity (EEO).
Knowledge of basic bookkeeping practices and financial/accounting systems used by County and other regulating/auditing agencies, with ability to develop and/or revise appropriate procedures, prepare/administer budgets, and accurately complete financial/statistical reports and documents.
Knowledge of standard filing systems and ability to create and maintain Department files.
Working knowledge of standard English grammar, spelling and punctuation, with ability to prepare detailed written reports and Department budget within established deadlines.
Knowledge of budget and grant preparation and administration.

Ability to maintain compliance with requirements of Department of Corrections as it relates to grant program participation.
Ability to properly operate standard office equipment, including computer, calculator, typewriter, and two-way radio.
Ability to effectively communicate orally and in writing with co-workers, other County departments, program participants and their families, officials associated with governmental and social service agencies, news media, law enforcement personnel, local businesses, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate and/or hostile persons.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.
Ability to compare and/or observe similarities and differences between data, people, and/or things.
Ability to perform arithmetic operations and develop operating budget as required.
Ability to compile, collate, evaluate, and/or classify data.
Ability to apply knowledge of people and locations and plan and layout assigned work projects.
Ability to prepare detailed reports, such as financial statements and activity reports.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to work extended, weekend, and/or evening hours and travel out of town, sometimes overnight for training and/or conferences.
Ability to regularly respond to emergencies on 24-hour basis and serve on 24-hour call on rotation basis.
Possession of a valid Indiana driver’s license and demonstrated safe driving record.
II.
DIFFICULTY OF WORK: Incumbent oversees Community Corrections Program in accordance with legal requirements and applicable guidelines from Indiana Department of Corrections, exercising considerable judgment to assess and develop programs, develop and manage program funding, supervise and direct staff, and resolve issues within and relating to overall Program.
Incumbent’s work involves a wide variety of duties, often requiring careful consideration of unique situations and alternatives.
III.
RESPONSIBILITY: Incumbent ensures proper administration of Department operations, including administering budget and supervising personnel.
Incumbent may develop own objectives for area of responsibility and establish major departmental policies, procedures, and performance standards.
Incumbent is accountable for Department results and frequently makes decisions which are restricted only by organization-wide policies.
Work is reviewed primarily for appropriate supervision or direction of assigned operations and compliance with legal requirements.
IV.
PERSONAL WORK RELATIONSHIPS: Incumbent maintains communication with co-workers, other County departments, program participants and their families, officials associated with governmental and social service agencies, news media, law enforcement personnel, local businesses, and the public for purposes of giving and receiving information and ideas, rendering services, teaching and/or presenting subject matter, and mentoring others.
Incumbent reports directly to the Tippecanoe County Commissioners and Community Corrections Advisory Board.
V.
PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent works in a standard office and jail/confinement center environment, involving sitting and walking at will, hearing sounds and communication, standing and walking for long periods, lifting objects weighing 25-50 pounds, pushing and pulling objects, bending at waist, handling and grasping objects, carrying objects, and working in wet and/or icy surroundings.
Incumbent may work with or be exposed to violent/irate individuals.
Incumbent may respond to situations involving potential harm to self and others.
Incumbent may be required to wear protective clothing and/or equipment, such as bulletproof vest and latex gloves.
Universal health/safety precautions must be followed at all times to avoid contamination, infection, and/or injury to self and others.
Incumbent works extended, weekend, and/or evening hours and travels out of town, sometimes overnight for training and/or conferences.
Incumbent regularly responds to emergencies on 24-hour basis and serves on 24-hour call on rotation basis.
